Politics of Administrative Reform in Post War Lebanon Buchkatalog

This book provides a comprehensive examination of the Lebanese Post War Administrative Reform Experience. An indepth analysis of the dynamics of reform is provided from different perspectives. The role of the Lebanese Parliament, Cabinet, Office of Minister of State for Administrative Reform, and the Civil Service Board in the reform is scruitinized. The book describes the reform process as being the result of conflict and compromise between different players. It offers a hands-on perspective on reform, as being different from the rational policy making approach to studying similar administrative phenomena. While describing the reform process, the book situates the Lebanese Public Administration in its historical, political as well as cultural context. It examines how different political eras have reflected into different centers of power within the administration, but surprisingly same approaches to reform. The book concludes that administrative reform experiences in Lebanon were reflections of power conflicts within the political system rather than genuin attempts at enhancing the efficiency and effectiveness of lebanese public administration.
